SUMMARY OF CHAIRMAN’S ADDRESS<br />
39th AGM of QPITC, 16 December, 2024.</p>
<p>This Association was incorporated in Queensland on 5th July 1984 under the Associations Incorporation Act 1981.</p>
<p>The advancement of the industry’s polymer technology training is the primary function of this Association.</p>
<p>Our key enabling strategies are short courses and apprenticeships, and we advise government training policy development.</p>
<p>In this industry, an apprenticeship is an educational program aiming to improve the enterprise capability and to help the business grow and prosper.</p>
<p>This is my opportunity to thank both the Queensland State Government and all the members of the Queensland Plastics Industry, and our allied industry friends.</p>

										<content:encoded><![CDATA[<p>The award will be made to PARTEC Composites Technician apprentices with achievements in marine composites. <p>The Rodger Wolfe Achievement Award will be presented to a high achiever Composites Technician who works at Riviera Australia, and who graduated from Partec Institute Composites Training Centre in 2024.</p>
<p>Zidane Zinedine Farkas completed his apprenticeship with the Gold Coast based internationally famous boat manufacturer Riviera Australia, and it is a noteworthy coincidence that his surname is the same as the Czechoslovakian “Farkush”  for wolf, and so it is fitting that he gets the Rodger Wolfe award.</p>

										<content:encoded><![CDATA[<p>Sending “used plastics” to landfill is actually “rational economics”. However, sending anything to landfill is, in the long term, just an “out of sight, out of mind” and moderately irresponsible strategy, particularly for heavily populated city and suburban areas.  In such areas, it is also “rational economics” to collect and reprocess the plastics in bulk.</p>
<p>However, for smaller regional cities and towns, who may choose to collect and reprocess used plastics, the bulk reprocessing is not feasible.</p>
<p>The University of Southern Queensland (UniSQ) in Toowoomba, is well advanced in a Commonwealth Government funded program to develop strategies which are suited to regional situations. The UniSQ program is known as the SURF-NO WASTE Pilot Precinct program.</p>
<p>The PARTEC Institute (Plastics Training Centre) is a collaborator with UniSQ in this project. PARTEC is co-funding and developing a plastic reprocessing system “post-MRF” (Mechanical Recycling Facility) which will be feasible for regional towns.</p>

										<content:encoded><![CDATA[<p>The Federal Government initiated a review of data collections for jobs, occupations and skills shortages, using new analytical software and real-world auditing to validate the results. This is good news for the “invisible” plastics industry, as we finally have real published data on which to base Government training assistance and business decisions. The 2023 Jobs and Skills Australia Priority List (ANZSCO 2022) now lists the 399916 <a href="https://www.jobsandskills.gov.au/data/skills-priority-list?code=399916" target="_blank" rel="noopener">Plastics Technician as being in a skills shortage</a> (S), and the <a href="https://www.dewr.gov.au/skills-support-individuals/resources/appendix-australian-apprenticeship-priority-list" target="_blank" rel="noopener">2023 Australian Apprenticeship Priority List</a> shows Plastics Technician with its three qualifications, being:</p>
<ul>
<li>PMB30121 Certificate III in Polymer Processing;</li>
<li>PMB40121 Certificate IV in Polymer Technology; and</li>
<li>PMB50121 Diploma of Polymer Technology.</li>
</ul>
<p>In Queensland, the PMB30121 and PMB40121 qualifications cover all of the Government-funded plastics apprenticeships like Composites Technician, Extrusion Technician and Injection Moulding Technician.</p>
